You do know...that on 1976-1987 Saab 99s & 900s you need a special tool to screw in the piston when changing front pads, yes? Simply pushing won't (normally) get you there. On the face of the piston, you will see four dimples, There is a tool that uses them to screw the piston in. You can do it by other means, but the special tool is best.
If you are screwing it in, and it still isn't moving, then there may be other problems requiring a new or rebuilt caliper.
And the one that you could just press the piston in on, I would be suspect that it is not working properly. When the front calipers are working properly, there is no way you can just push the pistons in to fit new pads.
