Corroson at the very top of piston can be a big sticking point. If the piston doesn't turn in that could be your problem
Try pbblaster applied judiciously inside the rubber dust ring on the direct piston and try working the e-brake mechanism back and forth so it moves freely. I use bent needle nose pliers with the tips cut off so they fit nicely into the two dimples -
You need to apply pressure inward and turn simultaneously. The pliers let you do this.
Uou may want to consider reubuilding it yourself - especially if your pads are showing uneven wear.
