Your assertion that Saab "cobbled" the SPG together to boost flagging sales is not reflected in sales data: the SPG was introduced in '85, the same year Saab sold more 900s in the U.S. than any other (just shy of 39,000 cars).
While it's true that the front swaybar can affect traction/comfort a little, and the SPG's lower ride height can be an issue if you drive where plows come by only infrequently, there are nonetheless thousands of SPGs (called "Aeros" elsewhere in the world) that have ably handled perhaps millions of miles on snow and ice.
Anecdotally, my '89T with SPG springs/shocks and the usual stock Turbo swaybars is a competent snow car, with occasional ride height issues in deeper snow.
A DIY'er with a spring compressor can raise the ride height for winter in a couple hours, either by shimming the springs or by swapping in a set from a non-SPG.
