I can recommend a few simple checks
1. check the ground connection for this circuit. located to left of behind gauge cluster (also can be accessed thru the left dash speaker grill). its a lil mess of black wires all screwed to one central eye-hole)
2. make sure its the right fuse you are checking. that side of the dash should be #22 in main fuse box
should the fuse actually be blown there is usually a good reason (gauge bulb burn out and short the circuit?)
the technician is right, as far as minor electrical problems go, there's not much to speculate until he can test it himself. and he probably has access to that priceless information you need too. cause without the wiring diagrams you are lost in the wilderness of 80's Saab wiring.
