did you check the fuel pressure regulator - its that block with the electrical connection and two small fuel lines running to it. its job is to lower pressure and consequently richen the mixture until engine is warmed up.
the heating coil inside plus engine temp warm it up.
a quick check is to warm it it up by sending voltage through the connection and then see if it closes say after 15 minutes or so. you can do this in situ or on the bench - try blowing through the lines - as it heats up more resistance until it is fully closed
if it doesn't close (a common problem) then you will be constantly running rich and no adjustment will help
of course a fuel pressure test would provide an equivalent answer but for that you need to rig a tester (see vw sites I sent)
btw the sputtering problem could also be related to one or both of the thermo sensors - black, red or white top located on the block and near the thermostat - test these as per Bentley
could also be a leaking CSV
there are a lot of simple checks you can do without tester...
my advice - bring timing back to where it should be, test fuel mixture (you need DVM), test o2 sensor (you need a DVM) and check plugs - are they black?
