Driving lights work better above the bumper. Make a L bracket out of steel that bolts to the foglight mounting spots behind the bumper. The higher you can the driving lights, the further you can see ahead. If looks and cost were not important, I'd put them atop the car.
I've had foglights below, and broke them on frozen snow, racoons, curbs, etc.... After I while I just took them off.
