In cold weather, the car may have enought coolant in it so it might not overheat, but it may not have enough coolant in it to circulate to the heater. This could change as the weather gets a little warmer, or you start driving harder. While the temperature gauge looks okay, you could also be subjecting your engine to "hot spots" in the head that could crack it , or make the head gasket fail because the coolant is not covering all the water passages in the block and head.
