you don't need 12 volts if you are doing bench test off the vehicle
just connect your voltmeter to two of the three hall output wires and rotate distributor very slowly - you should see a spike of around .5- 2 volts maybe less as the shutter passes the magnet. I can't recall which colors of the three you would connect to but it would be the plus and minus on the outsides of the connector. Just try all possible pairs
its easier to visualize with an analog needle voltmeter but the effect is the same.
this test won't help you with a wobbly distributor or with the mechanical and vacuum advance
