The test you are suggesting requires that you have it hooked up to the Hall control unit and constitutes a test of the hall control unit's ability to transform the signal from the sender but that wasn't his question. His question was how to test the hall sender for which 12 volts is NOT required. Check out option 2 (Golf, Jetta 1985-1989) onwards in the test procedure noted here - granted they are using diodes and not a DVM but it still constitutes a legitimate test.
I have used a DVM and measured voltage swings at the sensor turning the distributor by hand.

Granted a full test does require you have voltage source and you turn the crank by hand or have someone who can read the signal at the harness connector.
