What happens when he goes to release the clutch? Does the motor bog down, and the car not move, or does the clutch fully release, and the car doesn't move?
If the former, almost certainly the brake pads and rotors have rusted together. It happens, nothing to be worried about, unless it is REALLY bad. Jack up the corners and try to loosen the rotors from the pads. You may need to take the pads out.
If the latter, check that the shift coupler hasn't rotted apart in the interim. Trans may actually be in neutral. Also, remove the clutch cover and check for proper clutch operation.
