In its neutral position the arm should be approx .047" away from the stop whether it is mounted to the distributor or not. On my Adjustable Ignition Diaphragms (A.I.D.) I machine another .040 off of the arm and of course use a much stronger spring. I've never seen one that rests on the stop unless pressure is applied to make sure it's retarding the correct amount.
