Even when attached to the distributor the arm is in its mid travel waiting for a vacuum signal or a turbo pressure one. The port on the throttle body that the canister is linked to is a ported vacuum one so when you're at very little throttle you have some advance which helps mileage. When using the engine to slow the car down there's even more advance which is fine because no retard is needed. The primary function of the unit is of course to retard when boost is present so you don't damage your pistons, rings and cylinder walls from high combustion temps. The problem with these is that in stock form they don't retard enough and worse yet way too fast!
