Emil,
1st you need to clear ABS RAM where DTC are stored. You can either disconnect the battery or ECU connector; I think couple of minutes should be ok. After you turn in back on do a testdrive. If the same DTC happens again, then it's either the main ABS valve or ABS ECU.
The main valve is an electro-magnetic valve and it's main purpose is to open and close hydraulic line, not to have some resistance or inductance. To check the valve try applying 12V to its terminals - you should hear and feel (having your finger on the valve) a definite click when it goes on or off. But do not run this valve under 12V for too long since it's rated for 35W and thus can be burned this way. ECU turns this valve on when there's a need for ABS modulation, otherwise this valve is kept off.
If the valve is fine (and you said you had checked the wiring) then you need another ABS ECU. If the valve is gone then... you need another main valve.

P.S.
I see that most folks are confused about ABS brakes. Once again: ABS and brake systems are almost independent and one can have ABS ECU taken off (I really mean it: disconnected and pulled out of the car) and car will still have the brakes (but w/o ABS function).
