If the car is on, then there would be voltage running in the wire. Try to measure resistance with the switch/engine off. Look at the wire color as it comes out of the harness to connect to the temp sender. Then, try to find the same color coded wire on the back of the dash cluster. If you can see it, see if you can just jump a wire from there to the sender. Sounds like it is grounding out though, and in that case you would have to abandon that wire and connect a new one to go up the the sender.
On the other hand, I have seen really weird things happen on the dash cluster when there was a ground problem with the left rear light on the verts....
