if you had the sender in your hand, and put the + lead on one end and the - lead on the other, if it's good, the meter would read at top of scale, little resistance.
if you did the same thing and the meter only went up 1/3 of way on scale, you'd be getting a lot of resistance=bad sender.
i don't know about the need to have the car on when testing the sender in the car, it should go to top of scale if sender is ok and you are using sender end and ground i would think, even when car is off.
you can also check the continuity of the sender wire the same way. put the + lead on the wire at sender end, and the - lead on the other end at gauge (disconnected from gauge). if the needle goes to top, or near top of scale, your wire is passing current ok. if the needle doesn't move, or stays down at bottom of scale, then you are goingn to ground somewhere inbetween = bad wire.
i'd also think you could run a temporary wire from the sender to the gauge to see if it reads ok, without harm. i'm not 100% sure on that though. i'd probably have ignition on but car not running, just in case.
