Take out the left speaker and try to look down on the universal joint that controls the heater valve. Make sure it is fully connected from the knob to the valve, and rotation back and forth operate the valve. I suppose it could have been clocked wrong and you are only able to crack it open half way?
Look down low behind the knee bolster and try to see the vacuum lines going to various servos that control flaps in the HVAC system. Saabnut's suggestion about the recirc flap closure could help as well -- I found that was a problem at speed but not for when the car was idling. Shutting the recirc flap is a problem when trying to clear the fog on the inside of the windows though -- read the owners manual on that and you will see what I am talking about. Stay warm if you can....-7 is dangerous type cold!!
