IMHO, "dog off boost" is reasonably addressed in 2011 with timing and turbo adjustments. Lower static compression is somewhat desirable if you're planning on making power with big boost and the stock fuel system - LH is just not good enough to provide reliable high-boost fueling with a high static CR. I've been pretty happy with the variety of "super low compression" Saabs I've driven, including my '85 with original block and 2.1l head. If you're making a dream B202 you'd probably want higher compression (and forged pistons, and new fuel injection, and new ignition) but for making a fast Saab, '82-'85 pistons and big combustion chamber head aren't so bad to start with.
Someday, I wanna do the opposite and put an '85 head on an '86+ block and make an all motor 900. :D
