Mine was also a cali car when I bought it. No rust visible anywhere. When I went to get an inspection, the mechanic brought me out to the car which was still on the lift... and punched his fist right through the passenger side floor. Apparently the leak was on the passenger side of the windshield (which can happen if the rubber seal was worn, crumbled, or not seated correctly, or if rust around the windshield mounts have swollen it and broken the seal). The leak had pooled around the passenger side floor and ate through. Not sure if it would be responsible for your back seats, but could definitely be a culprit for the front two. I replaced the windshield and after the windshield guys were done with it, added extra watery silicone from NAPA before doing the floor work. In doing the floor, i stripped the rust, undercoated, and replaced the foam undercarpet with a multi-colored particle undercarpet (looks like dryer lint colors) from a carpet store. They gave me all their scraps for free. It has been awesome. Good luck!
