Turbo Boost Question

I'm looking for some ideas why the turbo boost guage seems to rise just barely into the orange - but no further even under max acceleration. What are the things I should be looking to clean, fix, ensure are not plugged, corroded, etc....
I've been reading about the pros and cons of replacing the bypass with a blow off - and it's got me being a bit more critical of the boost at the moment.
Your thoughts and suggestions are greatly appreciated.
