That looks like the car at the SOC09 auction....converted to a 5 speed?
It could be as simple as a blown fuse -- there is a 10A fuse in your fuse box that might need replacement or just contact cleaning. We used the Saab manual on an 87 in Silverton that had similar symptoms and it was just the fuse. If your car had the auto to 5 speed conversion, there might be a problem with the pedal switches for the cruise control that is making it stay in base boost.
I agree not to bother with the BOV, but you could easily check to see if it holds vacuum by removing the line from the manifold, and drawing air to see if it holds negative pressure. If not, then the BOV is faulty and needs to be replaced, but that probably wouldn't solve the boost issue.
Also, there is a blue wire in the harness down by the front cross member. Check the harness and see if there is any sign of splicing or other damage. On another car that was stuck in base boost, the blue wire in the bundle was severed, and by connecting it, the charge pressure was restored.
So, you see, there can be several things that could cause this problem.
One simple troubleshooting method is to crimp the line to the turbo wastegate controller and see if it boosts into the red. Don't do this for a sustained period, but if it does show elevated boost on the gauge by crimping that line, then at least you know the turbo itself is probably not the problem, and to focus on the other possibilities.
