I wouldn't replace the PCV valve unless you've tested it (suck/blow on it) to confirm that it's broken. The elbow at the valve cover to which the two PCV hoses are attached can get clogged, too, so remove and inspect the smaller nipple for blockage.
Your APC computer is most likely not broken. Base boost can be caused by a host of issues that you'll need to troubleshoot: bad solenoid valve, brake/clutch switch, cruise control, etc. See link, and buy a Bentley manual, if you haven't already.
While not a cause of your base boost, you should adjust your base boost to mid-yellow on the gauge, or a bit higher if you are always using high-octane fuel.
Finally, you mentioned white smoke somewhere in this thread: sorry, but that's steam, and if you're certain it's white smoke and not blue, then you have HG issues; fixing your boost will only hasten the HG's demise.
