just went through this on the rear seat drivers side + to a lesser extent front seat drivers side of the winter beater... if you see rust coming through that rubberized layer, especially if it is not obviously damaged from below, it is because there is a hole - push up from below, if it's soft, it's a hole. Saab paint is so good it will hold together even if there is basically no metal left! In my case, I was desperate for a solution before winter + had only a few days before the temps dropped too low to paint or anything much... so I cleaned + wirebrushed as best I could, applied POR15, and bondo hair (basically fiberglass fibers in resin)... then sprayed with oil inside and out + replaced the carpets... that should last the winter. The problem was leakage from the brake lines (which had corroded). unfortunately it's probably the last year for this car. The good one needs some minor rust work there as well, but last I checked it was very solid with only very minor surface rust...
definitely a common problem area + something to watch...
