it doesn't look too bad - certainly no worse than mine did. But what I am guessing is that the rust is the worst along the corner-like part of the floor where the pan meets the side of the car. Once you remove the really bad rust, you will be left with a long narrow whole that will leave your floor being very "flippy-floppy". I'd be almost certain that you'll need to have a metal welded in there and that you are looking at a few hundred bucks. Like mine, $300-500, if you live in an expensive market (I live in the DC area and good rust repair does not come cheap).
Take it by a body shop tomorrow and show them, but be prepared for them to poke holes in your floor with a screw driver. Like I said, you can save a couple of hundred bucks by cleaning all of the really bad stuff out yourself. At least, you'll establish yourself with the shop manager as someone who cares about your car (or is cheap, LOL).
