You can have wrecked turbo seals without any significant play in the rotating assembly, so I'd say that is not conclusive. A lot of oil in the intake tract certainly sounds like a bad turbo, though, and could cause the issues you're seeing fairly readily. Do you have a lot of oil consumption as well?
I think you're kind of in a sticky wicket right now - you could put this whole thing back together beautifully and find out you have a bad ring in #1 or a dying turbo and this work would be for nothing. If it's not too late, I would seriously consider putting it back together enough to run it and do a leakdown test to tell you if it's the head or the bottom end.
Do be careful about the head - be sure to use a new, quality gasket, torque everything down properly, and be POSITIVE you get the head checked out by a reputable machine shop. You can't eyeball this stuff. It needs to be pressure and vacuum tested as well as checked for straightness. Skip a step and you're just wasting time IMHO.
