If you want to do it, go for an "LPT" setup. Low Pressure Turbo. Use a maximum of 5 or 6 PSI of boost. That will give you MORE than enough extra oomph (as in torque) for passing and merging.
As for the valves, at some point all motors in the US got the same valves as the turbos. Off the top of my head, though, I can't recall if that was 79 or 80, or if it solely depended on the presence of Lambda... I **think** my 1980 99 had the "turbo" valves, it being a Lambda motor, but it's been a while...
Use an H motor exhaust manifold, and H-motor style APC turbo (not water-cooled, unless you're a glutton for punishment in trying to plumb that in) with the wastegate set to 5 or 6 PSI. No APC is needed (or wanted, in an LPT setup). Don't forget to plumb in the oil!
