you can try some obvious tricks with a hacksaw or a dremel (and with air gun or vacuum cleaner), but you'll still leave some particles and debris inside the tube which isn't any good for a hydraulic-operated system. And if with a short pipe you could use some brush to clear it inside, I highly doubt whether it's possible to clear 12" pipe of 5mm dia. Remember all those manuals saying to have a clean workspace when working on brake parts like cylinders?
And since you borrowed that flaring tool assuming this work to be one-time only, you can go with any dirt-cheap pipe cutter like ones with $5-10 price tag. Basically, they are all rolling knives.
