Seems to work great and be permanent. Foam tape, if good stuff, also sounds like a good cure, though you need to get position perfect as you push it into contact. The silicone needs to be held in place and needs time to cure, say overnight. What I do is, cut up and fold some corrugated cardboard into springy spacers that stick out past the hooded part of the mirror, and use them against the face of the glass, a few wraps of masking tape or something stronger around the entire mirror holding the cardboard blocks in place and glass tight in place. It does need to be spot-on, right where original sat on the plastic backing. Off too far and mirror won't move. It can want to slide once pressed in place so tighten up on the tape wrap. You can use chunks of styrofoam instead of the cardboard.
You can use any color silicone as it doesn't show, except any that squeezes out, and that you can trim off later.
You'll also want to clean off any loose remaining original adhesive if any is on back of glass or backing plate, but be careful with the glass not to damage mirror coating.
