O2 sensor readings

My SPG oxygen sensor reading is 4.9 volts...steady Pulling a vacuum line off makes the motor rev, but the voltage reading stays at 4.9 volts. Pulling the vacuum line off the FPR and putting a finger over the vacuum leak still reads 4.9 volts. My other 900 which is running good will change voltage quickly to compensate as the vacuum line is removed like described above. Do you think the O2 sensor is bad? I did not check the other 2 wires going to the O2 sensor for heating. I will check to be sure it is getting voltage. What is the best way to replace the O2 sensor? Remove the whole elbow? Is there a gasket in there? Happy holidays.
