Since the Jetronic is designed to use oxygen sensor of variable resistance type, the input pin is tied-up to some reference voltage line and there's a potential divider (resistance bridge)... Well, it gonna be a long one.
Short story is that:
- either you disconnected o2 sensor from Jetronic and plugged your DMM into connector on Jetronic side
- or o2 sensor isn't grounded
- or o2 sensor has break in circuit (internal), i.e. there's an internal break either between ground wire and the sensor itself or between signal wire and the sensor itself
- or grounds for the o2 sensor and Jetronic mismatch (but it's not your case since your car wouldn't start at all with 5V of difference between o2 sensor ground and Jetronic ground)
