My experience is that it's the diaphragm that fails. This is specifically why it changed to an electrical valve in later eras. As for "repairing" - you might have to get creative (such as retrofitting a vacuum switch and electrical valve?)
The charcoal doesn't really go bad, though it would be trivial to dump it out and replace it.
All it would take to regenerate it is a heat cycle (say, in the oven, maybe not your wife's oven).
