Depends on the specific oil. In "10w30" 10W is the cold weight (ten winter) 40 is the hot weight. One 10w30 could be thinner cold than another 5W40.
In general the higher the cold weight the more durable the oil is, but I for one am in favor of thinner cold weights particularly in cars that get a lot of startup cycles (short trip usage).
