The idle control valve is operated by the ECU (fuel injection system computer). My '89 SPG did something like that at one point only more extreme - 500 to 1500 RPM at 1 second intervals.
Replacing the ECU solved that problem in my car.
Do you have a spare ECU handy? If you're lucky, replacing the transistors that switch power to the idle control valve might fix the issue but it's hard to say without actually doing it. I've never taken an LH 2.4.2 ECU apart so I couldn't even say whether they're the same transistors as for earlier ones.
Jump starting is never recommended for cars with electronic fuel injection. Like No Snaab says, the voltage spikes will damage the components.
