I wouldn't be too concerned with not getting battery voltage at the solenoid through the box. For one, the box is analog and 30 years old - being able to pass through 12.46v unmolested is going to be unlikely at best. Additionally, you don't really care of the APC solenoid is getting battery voltage - we don't care what the solenoid is doing when the car is off. When the car is running, you should have about 14v coming off the alternator, so 1.5v of loss through the box still gives you >12v at the solenoid... and the solenoid will work on less than that.
Something to note is that the solenoid's default state, when not energized, is base boost, aka "open." When you turn the key on, the box should energize the solenoid to "close" it and you will get full boost. When you have the key on, and hit the brake pedal, the box cuts power to the solenoid and it should "open" and you'll get base boost again.
Really, the only questions I would ask are:
1. With the key on, is there voltage at the solenoid?
2. With the key on, and the brake pedal depressed, is there no voltage at the solenoid?
If the answer is Yes, everything is working properly. What would potentially be missing is *proper* voltage, which is going to be limited to good battery cables and good ground points. I don't remember where the '87 has APC grounded, but probably at the bottom of the radiator... the solenoid itself is *definitely* grounded there. If, given these things, the solenoid is not clicking closed with #1 and open with #2, the issue is the solenoid.
