So yes, 1.5 bar will make you ready for another turbo. Besides, the Garrett T3's are old constructions. On the Saab Aero-models, they use Mitsu-chargers, which spin up to 200,000 rpm. They also kick in way before the Garrett's do.
The 0.85 or 0.9 is the standard turbo-pressure on the FPT, when the cars leave the factory! The 9-5 of today has 1.0 - 1.4 bar pressure as standard. It has variable turbo-geometri.
Btw! Newer had any probs with burnt oil. I've always used Mobil 1 fully synth - 0W-40 or 5W-50.
