A really bad case of governor seal failure can cause a no shift into gear since there is a excessive speed shift inhibit. If the tranny thinks the car is moving too fast (> than a few MPH) it will not allow engaging forward or reverse. Also the car may have been pulling away in 3rd or attempting it in 4th which may cause the shuddering and poor acceleration. Seal failure causes main pressure to get into governor pressure causing the tranny think the car is moving faster than it is, as a result it starts in 2nd or higher gear.
