EVAP failure cont. CHECK ENGINE

Put in a new EVAP valve after getting 8 flashes on the check engine light. Even with the new valve I still get the failure. I cleared the check engine light and as soon as I hear the valve start activating the check engine comes back on. I measured the resistance of both the old and new valves to be 26ohms, right on spec so I left the old valve in. I'm at a loss because the car runs very good. The only other info I can add is that I put in new plugs gapped to 1.1mm The old plugs had about 15k miles and they looked picture perfect, light golden brown. I pulled them yesterday to check the condition and cyl 2 was very sooty black but not oily, the others were normal. I'm not sure if this had anything to do with the vacume line going to the valve cover being unplugged. But I think it did. I have another new set of plugs that I plan on putting in to see how they are after a few hundred miles. But anyone have any help for the EVAP valve?
