You've got a '97 Aero, right? If that's the case, there are 2 categories of problem that can cause an "evap" code.
The first is an electrical problem. This could be a defective valve (which you've ruled out), or a problem in the wiring to the valve. If you have a multimeter, check for +12 volts on one of the valve connector pins when the engine is running. The other pin should have continuity to pins 21 and 27 on the ECU connector. With the ECU disconnected, there should be no continuity from that pin to ground. If you think there might be an electrical problem, email me at home at eric@thelawsplace.com. The circuit goes through a couple of connectors, I can look in the book and tell you where they are.
The other possibility is a flow problem. When the ECU commands the valve to open, it looks for an increase in engine RPM due to the air/vapors flowing in thru the valve. If there's a clog in the plumbing from the manifold to the valve, from the valve to the canister, or inside the canister, the ECU will detect this and get upset.
