I seem to be in a chatty mood today, so... Definitely send her to a performance driving school. A driving instructor was once asked "How much should I spend to get my kid a good, safe car?" to which he replied, "Send the kid to Barber or Russell or Bondurant HP Driving school first, and spend what's left on a car." I've taken the Russell school myself, and my 15 yr old daughter will also be going right after she has passed her test.
Once she's done that, find out where your local SCCA holds auto crosses and take her to a few of those to drive. There's nothing like real experience in a controlled environment for learning the limits and what happens when you screw up. The worst that can happen is wiping out a few cones.
I'm lucky; Volvo "bricks" are fashionable around here, and that's what my daughter wants. I wouldn't buy anything too fancy for the first car because it's likely to get bumped and abused while the new driver gains experience. The last thing a teenager needs is grief for a door ding. I'd also think carefully about a turbo. I agree with Ari that too little power can be more dangerous than lots of it, but it seems that insurance companies have a different opinion. Otherwise, SAAB or Volvo, 900 or 9000 choices are a matter of personal taste. Ask her; you might be surprised. I thought my kid wanted a Mustang convert when she surprised me with The Brick! HTH.
