does the gas gauge lie?

I've begun to resent the frequency at which my 9000T requires fill-ups. It seems like a "fine European touring sedan" should be able to go at least a week and a half before needing to be re-fueled - I never seem to go much more than 160 miles before the gas needle goes into the red. Most of y driving is in the city and (because I still enjoy the turbo) I rarely average much more than 22mpg. I don't think its ever taken more than 10 gallons to fill up the tank when the needle is in the red, but today I read my user's manual. It said that the tank holds 17.9 gallons.
Does this mean that when my gas tank is bone dry the gas needle will have rotated all the way to the boost gauge? What gives? Could a vacuum fitting be loose and cause the gauge to err?
