I assume you mean the shield over the catalytic converter. The rivets are large pop rivet type fasteners. I think I drilled them out with a 3/8 inch bit. The new shield has holes to put a new rivet in, but I couldn't find anything suitable. I drilled small holes adjacent to the existing ones through the shield and the body, then used stainless steel sheet metal screws (about #10, I think) to hold the shield on.
This car has become a real, life-consuming project, hasn't it?
