The problem with SS is that electrochemically the SS will not corrode, but in constact with a more active metal such as iron (mild steel) or aluminum, it will actually accelerate the corrosion of the base metal. The problem is particularly acute in areas with high road salt (electrolyte).
When I did this job, I ground off the rivet heads and got the steel replacements from SAAB. They actually make them in an over size version for people who drill them out, but grinding the heads preserves the hole size and the standard steel rivets can be used.
The problem is that the SAAB rivets are metric and the shaft is slightly larger in diameter than the shank for US 1/4" diameter rivets. I could not find steel 1/4" rivets, so I bored out the nose piece on my heavy duty rivet gun (Harbour Freight). The nose piece is hardened, so you need to use a tungsten drill bit.
Anyway, the idea of drilling other holes never really crossed my mind. It sounds like a decent, non-stock solution, but only use regular steel or brass machine screws - not SS.
