The second switch is only "5th gear, upshift lite off."

You don't want to have the up shift lite come on in 5th gear, since you don't have any more gears to go to. And therefore they have a switch that shuts off the lite on dash when 5th gear is engaged.
This one have nothing to do with your turbo problem.
If your car would have been a 91 and newer with the 2.3L engine and the new style BPC valve. I would have suggested the valve being bad, have seen that many times. The car being sluggish and the turbo is bright red after testdrive.
But I have never seen the old style BPC solenoid go bad in that way.
