Usually when you remove the oil pump, you need to prime it. There are two ways; one is to pack the pump with vaseline. The other is to inject oil in through the relief valve.
Whenever I have the oil pump off, I use the vaseline method. I then kill the fuel pump relay and ignition, and crank the engine until I get the oil light to go out. I would never drive the car with the light on.
I recommend you try priming the oil pump. I'd have to check my manuals on how to do it through the relief valve, as I always use the grease method.
It's possible that the relief valve is bypassing, killing your oil pressure. Or the oil pump went back together wrong. Or the lack of prime means you're just thrashing oil around.
As to an oil pressure gauge, any decent autoparts store will stock a standard gauge for about $15. Add another $5 for some hoses and a fitting. This is a non-electronic gauge - just one of the good, old-fashioned oil into the gauge gauge.
