That is the classic description of a malfunctioning turbo-bypass valve (sometimes known as a "hooter" valve). Follow the air intake from the air filter and you'll notice a split: one way goes to the turbo, the other to the throttle body. You can check this valve by putting a suction on it. If it holds vacuum, it should be ok. You can also easily remove it by loosening the hose clamps and making sure that it opens/closes when you put a vacuum on it.
Basic operation: it diverts air flow from the turbo directly to the intake manifold when the turbo is not needed (i.e. when you let you foot off the gas). If it doesn't work right, air will continue to flow to the turbo even though there is no boost pressure and thus, no force to push the air into the engine, causing it to "sufficate."
