I was under the impression that the hooter valve just relieves the pressure from the intake line when throttle is suddenly decreased, to avoid the pressure shock getting deflected back to turbo. In that case it doesn't actually "divert air flow from the turbo directly to the intake manifold", as you told.
Just repeating what I've thought I had understood, not that I'd really know much about it...
But I've been having the same problems - very rough idle and a near stall after easing the throttle. There was a vacuum line broken and I replaced the tubes, which helped noticeably, but it still isn't as smooth as it used to be. The 'nipples' that connect the vacuum lines to engine in a couple of places seem loose, they might be still leaking the vacuum.
