BobS gave a pretty good list of the possibilities, but maybe I can contribute a little too.
I've had exactly the same experience after rebuilding a 900 motor. Turned out a tiny bit of wire from a wire wheel was left inside the motor, found it's way to the oil pressure relief valve, and jammed it open.
Also if you research this board, you'll see that clogged oil-pickup screens are a common problem with the 2.3 motor.
So here's what I'd do. Remove the oil pump, trying not to disturb the pressure-relief valve. Then take it apart under good lighting and see if there's anything stuck in the valve.
Also while the pump's off, drain the oil from the motor then leave the drain plug out and put a pan under it. Pour some solvent like mineral spirits or kerosene into the passage that leads to the oil pickup in the crankcase. If it backs up, obviously the pickup is clogged. If not, watch as it comes out of the drain plug hole, see if it's carrying any crud with it. If the pickup is clogged, running solvent thru it this way should clean it (somewhat), and carry the stuff out. Afterwards, I'd run maybe a quart of motor oil thru to flush out the solvent.
