And Ed I stand corrected, thank you earlier models must have had your delay relay. But on my 93's the only difference (once I went out just now and pulled the critters) is the high speed is a (white) relay with huge tabs for the motor current load of full bore and the low speed (green) is just a normal square relay used everywhere in the car. #'s on request if anyone so needs them.
So jumpering across the resistor would not be a good idea as the relay won'g fare well. Measureing with a voltmeter (or test light) is still the best method. Voltage on only one side of resistor = open resistor or a shorted load (motor) and that would take out the fuse.
