Not 100% sure on a 91 since I don't have that wire manual, but at the 6 pin TSI test socket under the hood pin 1 should be battery and 3 is the signal from the ignition switch to the starter(from the 88 wire manual). Check the voltage across these 2 pins while cranking the starter. Any reading there is what you are losing in the ignition switch. Make sure you have a good connection at the starter, both the yellow wire and the big red wire. On the starter, right next to where the red wire attaches is the output terminal of the solenoid, make sure the nut on it is tight. You can also put a meter across the 2 big terminals and check for a voltage drop across the solinoid while cranking. 0.5 volts or more would have me shopping for a new solinoid.
