This is crazy. Tell me this has all been diagnosed by engine noise alone.
Why do you think the headgasket needs to be replaced?
Why do you think the balance chain needs to be replaced? Is someone telling you that he (or she) can hear a balance chain rattle in addition to a timing chain rattle? That's a good skill.
If you really have a timing chain noise, you can start by having a new chain rolled in and a new tensioner installed. The Cam gears can be replaced at the same time, if needed. The cost to do this is less than $500 US, parts and labor. I think I paid $360 on my 93 non-turbo.
It's possible that the balance chain could still fail down the road. But, more likely, it won't. And if it does, you can get a used engine then for $1,000US, which is a lot less than the combined cost you are talking about now. Or, you could have the timing chain rolled in now, and do the balance chain next year. There really is no duplication of labor doing it this way, with the exception that the timing chain crankshaft gear would not get replaced. But no one here has ever reported a timing chain failure caused by a failure of the timing chain crank sprocket.
Seriously, on my 93, I had a timing chain rolled in at around the same mileage you have, and it needed it. There is still some rattle from the right side of the motor, which could be the balance chain, or it could be an accessory. Some day I will run the motor with the belt off to really listen to the noise. But not today. Or tomorrow. And the noise I have now is nothing like the timing chain rattle I had before. I have replaced the balance chain myself in my 91 9000T, and if I was concerned about the balance chain in my 93, I would replace it. My 91 now has a rattle from one of the accessories that sounds like a chain rattle. I bet if I took that car to the dealer and asked about the noise, they would tell me that the timing and balance chains need to be replaced right away.
