I don't have an ABS electrical schematic at hand, but I can make some suggestions-
Since the ABS pump isn't running, you will have no brake boost, so the hard pedal makes sense. The level in the reservoir also makes sense with the status of the ABS pump. Since TCS uses ABS pressure, insufficient ABS pressure will give you a TCS fault.
With low ABS pressure (below 104 bar), you should have both the ABS AND the Brake Fluid lights. It almost sounds like you aren't getting that condition. The ABS pump should start running if the ABS pressure is below 140 bar, and keep running until the pressure exceeds 180 bar.
So it sounds to me like you have a problem with the ABS pressure switches. You have low ABS pressure, so the pump should be running AND the Brake Fluid light on. If not, part of the system may think the ABS pressure is OK. So check the pressure switches, and check the wiring from the switches to the ABS relay. You can drop the ABS pressure by repeatedly pumping the brakes (ABS pump not running)- 15-20 times HARD should do it. If the switches aren't closing and telling the pump to run, there's the problem.
By 'hotwiring' the pump, you can increase the ABS pressure, and see that the switches open when you hit the right pressures. You don't need to monitor the pressures, just notice that as the fluid level drops, you know the pressure is increasing.
